Only members with a running, paused or recently ended membership count toward the limit. Past it, nothing stops at once: adding members by hand pauses after a delay, and everything else keeps working.

Who counts as an active member#
Path: Settings › Plans & billing › Usage.
The line Active members shows how many members count, out of the limit of your plan. A member counts when they are not archived and hold a membership or a class pack that is running, paused, or ended less than 30 days ago.
Not counted: archived members, members whose memberships all ended more than 30 days ago or were cancelled, people who never held a membership, and leads. A frozen member does count, because a freeze is a pause and not a departure. The 30-day margin keeps the count from flickering when someone renews a few days late.
The limit of each plan#
Each plan includes a set number of active members: the Free plan and the Pro plan have a limit, and the Max plan has none. The figure for your account is the one shown on the Usage line.
A limit that goes down only applies to accounts opened after the change, and a limit that goes up applies to everyone. An account therefore never loses a limit it already had.
What you see as you get close#
A banner appears when five places or fewer are left, by default: Almost full, with the number of places left. At the limit it reads Plan limit reached and says that you can still add members but that you will go over your plan.
Past the limit the banner reads Over your plan. It gives the date until which everything keeps working, and it counts the days down in its last three days. After an import it opens with how many members were imported.
What happens past the limit
Nothing changes straight away. The delay is 14 days by default, and it never ends before 30 days after your first import, since an import is an arrival and not growth. The banner gives the exact date.
After that date, three gestures that all add a member by hand are refused: creating a member, converting a lead and restoring a member from the trash. The banner then reads Plan limit passed, and adding members by hand is paused.
Everything else keeps working: bookings, check-in, payments, messages, exports, and the import of a spreadsheet, which is not capped. Nothing is locked and nothing is deleted.
Get back under the limit
Archive the members who stopped coming. On a computer, the banner offers Archive and a number of inactive members, which opens the list of members who are counted with nothing running today. Archiving keeps their history and takes them out of the count, and Restore from the Archived tab puts them back.
Or choose a bigger plan with the upgrade link of the banner. Letting memberships expire also lowers the count, once they are more than 30 days past their end.
